My hubs is Puerto Rican as well. He explained it to me as, te quiero is reserved for parents, siblings, family members etc who you show a profound respect and love for. Te amo is reserved for romantic love. But, honestly, given how many spanish verbs mean different things to different cultures, maybe Jenifer meant te quiero in the romantic sense.
